No outside verification is included to support the claims that the system is effective. The Planning Commission approved the mitigation measures for noise generated by the odor management and cooling systems proposed despite clear data that the noise levels directly violate the nighttime County maximum noise standards and are likely to violate daytime maximums. The Planning Commission chooses to leave it up to code enforcement to resolve any issues. An independent and objective Noise Analysis Study should include a complete analysis of the impact of topology on noise levels at the property lines. ,

Another project component is the required upgrade of the site access off of Airport Road. Per referral response from Public Works, the applicant is required to upgrade the primary access from Airport Road to meet current County driveway standards for rural roads. The applicant proposes to reconstruct the existing site access driveway approach in accordance with County drawings C-4 rural driveway and A-5 series sight distance standards.  To analyze potential impacts, a trip generation report was prepared by CCT Consulting. This report, however, was not sufficient to establish specific project compliance with Section 00.00.000.C.1 of the County Land Use Ordinance:  The report was too general to establish that the project will not have an adverse impact on local traffic patterns. The County needs to conduct a more thorough evaluation of the actual impact on local traffic patterns.

Now What:  What are my options?

Whether or not you agree with the County's decision, you still need to produce this documentation if you want to be permitted.  The most obvious solution is to hire a environmental consultant specializing in water use and noxious odors; an acoustical engineer; and, a traffic consultant.

We researched and developed the studies for each of these and each was accepted by the County.  In addition, the County now requires that all studies of this type be presented in the format we used and with the same level of detail.  Will the response be the same for everyone?  Of course not.  But we are willing to work with your intended audience--e.g., an investor or government agency--to ensure their acceptance of what we produce.
